Why did he become such a meme? He’s a fairly serious character. The death of his brother still haunts him and he never got proper revenge. He has comedic wisecracks but no more than any other character. “I did 20 years" has become a long running joke within the fanbase but he only says it 3-4 times.

I think its mostly because the last 2 seasons were just written really poorly. Phil kept going back to his brother, he began to change after he tried to explain to the young kids about his brother and no one gave a shit, that was the turning point and after that he was a complete butthole with Tony despite them seemingly being on good terms before hand.
They needed a villain for the final season I guess, but it was just done in such a bad manner it seemed stupid.

He plays it relatively straight xD but that's what makes it funny
He was a profoundly comedic character but Frank Vincent played him so wonderfully that he seemed realistic on the surface.

Seeing this you could tell Phil was never meant to be a boss in the series and at some point they had no choice because there was no one else after Johnny.
The way Tony fricking man handles him in this scene and then later on they're being friendly is just so bizarre as if this shit never happened.
