In fact, I think in most US states it's 16.
There are numerous Federal laws that essentially make it 18, though.

As far as I'm aware those federal laws exist mainly to fill in loopholes (e.g. keeping someone from taking a 17 year old from a state where the age of consent is 18 to a state where it's 16 in order to have sex with them) than raising the aoc everywhere to 18.

No there aren't. There's a federal law that makes it a crime to transport someone under the age of 18 across state lines to avoid age of consent laws in their home state but that's it.
Federal law's jurisdiction is explicitly shit that happens BETWEEN states (in theory). Stuff that happens WITHIN a state is (usually) up to that state unless it goes against federal law or the constitution. The federal government just kinda strongarms every state into doing what they want for stuff like seat belt laws.
