He's not really given control of all that much despite being underboss. Seems like name only. Michael seems content running things on his own and having Tom insulated enough that he can trust him to be the actual underboss when he needs one.
It was expected of Michael to take care of his brother. Not being able to take care of your actual blood family isn't really a good look when you're trying to be respected.

My brain doesn't retain these types of information, I like it and find it interesting, but I can't compartmentalize these things in my mind.
