No, it was more to try and further deconstruct the pre-war/wartime Japanese culture, which worshipped Hirohito as a living god, had State Shintoism, etc. This picture made Hirohito the Man-God look more man than anything else. The transformation of Japan was top-down but also grassroots. A lot of the change came organically from the Japanese people once they no longer had to live in a police state, so a picture like this further helped consolidate the pyschological change occurring in a people that previously worshipped their Emperor as a deity. It also made MacArthur even more impressive in the eyes of the Japanese, cause of his size, his obvious seniority, etc. Some of the old diehards wanted the picture censored, and the Americans said 'no', which simply made them look even free speech and liberating.
