Look regardless of who you favor the fact is that Livewire, Mercy, and Harley all broke out from the shows into main canon and all of them have had widespread recognition. Harley just has the most momentum given her relation to Joker and Batman material in general. Though OP does have a good point, what did Volcana and arguably Roxy Rocket do wrong? Is it simply exposure? Hell I don't think there's anything really wrong with Volcana. We need more female villains these days, especially Supes

Harley was from the more popular show, the more popular franchise, directly linked to the most popular villain, and far, far more appearances in comics and other media. And that was before she took off in 2009. Volcana and Roxy had less than half the number of episode appearances and barely appeared in mainline comics (Volcana still hasn't had a canon appearance). While Roxy is easy enough to adapt, and a more hard-edged take on the thrill-seeker type villain would be appreciated, Volcana has the problem of being just another superpowered thief and being conceptualized at the much weaker STAS powerlevel, which means she's going to need some revamping from the outset.
Something interesting to consider regarding Harley compared the others is that her character wasn't developed until after her initial appearance. When created she was just a henchman voiced by one of Paul Dini's friends rather than a distinct character.

They pretty much resolved her story arc within her debut episode though. There's really no excuse for her to return to villainy without rehashing her blackmail plot or drastically changing her character.

It's a shame, I liked the reveal that she was experimented on by Cadmus as a child and that's why she has powers, the government was trying to make super soldiers for years and only sped up the process when Superman showed up.

It came down to a multitude of factors, chief among them and probably the biggest contributor being that Livewire was simply someone the writer's had more fun with. Her personality lent herself well to interactions and plenty of stories, she had an interesting set-up and motivation for a villain, and her powerset was both visually entertaining and something that could believably impact Superman. Volcana meanwhile had a story that was self-contained and resolved itself by the end of the episode. Not only that, but compared to Livewire's origin, it required a lot more moving parts, set-up and explanation for the audience to understand. And while it was all very interesting and made for an unconventional but entertaining storyline for the show at the time, it took away focus from her and her role as an antagonist. Then there's the fact that, visually, fire wasn't really something the team could do much with and didn't have the same impact as lightning did. You couldn't do as many cool visuals with it, or the crew at least didn't try, and it's a lot harder to believe Superman (even a debuffed one like TAS Superman) could be hurt by fire over lightning. In the end, when the time came to evaluate all of the OCs created for Superman TAS, Mercy and Livewire made the cut because they simply had much more going for them than the others did, including Volcana.
