Using Garnet to explain fusion to Peridot in a way that works sense for her works. But the fusion between Garnet and Peridot would fail anyway since the two don't have a real relationship. At that point in the story, from Peridot's perspective, Garnet is still the boss of the group of terrorists who are holding her hostage. There is already an episode showcasing her inability to shapeshift (which is possibly connected to her inability to fuse). There should have also been an episode where she actively tries to fuse with someone closer to her. Most likely Steven, since the two have a strong relationship, and Steven can relate his experiences, having struggled in the past with fusion.
