Apparently the 1920s book that EWS is based on has basically the same plot as the movie, which makes it unlikely that Kubrick was silenced for exposing some sort of great secrets. To be fair, I haven't read it cause I haven't been able to find an English translation. I've just read a plot summary.

There is no evidence or witness anywhere of these extra minutes. Kubrick kept editing the movie and doing small adjustments because he did that with all his movies.
