I did, just not as a photo, Megan has the same bushy horizontal eyebrows, exposed eyelids, upturned nostrils, flat forehead, flat non-jutting face profile, non-hanging lips, light colored eyes, angular features etc as Mel.
To be honest this is getting ridiculous, we have character sheets and references of the artist using black people. Mel profile matches up with the middle right ref and Anok, far more than it does Megan, especially if you look up her side profile. You either have face blindness, or in denial, but more than likely it's both.

I think it's less insidious than that. I think the new creative minds behind TMNT believe that the property has a lot of elements of being "black-coded" and thus new versions should cater more to black audiences.
The turtles basically talk like black teens with black VAs, they amped up the New York "hip hop/RnB" aesthetic, they're gradually shifting the ninja-fighting style to more shonen-fighting style since that's pretty popular with black audiences, they use a lot more graffiti visuals for flair.
