Naota can pass huge objects through his head portal, which means he has a huge dick. The brown-skinned girl even gets a nosebleed while looking at it to hammer the point home, and Amarao gets jealous ("but he's just a kid!").
Amarao can only pass tiny objects through his head portal, which means he has a tiny dick. Haruko ridicules him for this and makes him feel inadequate.
Eyebrows? Dicks. Amarao has tiny eyebrows, like his tiny portal and tiny dick, so he wears the huge fake ones to compensate. They make him feel more like a man. He tries to get Naota to wear them too, but he doesn't need them.
