I don't know what the consensus on it is. I think it's a really good Joker story and one of the better one-shots prominently featuring him, but I don't think it's one of the best Batman comics ever let alone one of the best cape-comic ever.
Moore did some really good shit with DC characters but it was all surface level appreciation of comics because he recognized that the best kind of super hero stories are just simple super hero stories. His stuff on Superman and Green Lantern was good too for example.
I can imagine pretentious homosexuals thinking that because he wrote V for Vendetta and Watchmen (and From Hell) that all of his works have sociopolitical commentary or are these deep meaningful pieces of literature, but that just isn't true. Moore can write very intellectual stuff but he isn't above writing a straightforward hero story for kids either.

The visuals and audio was quite good,

I was really into it basically until the Riddler killed Falcone, but most everything past that was rough. I liked the paranoia of thinking Riddler knew his identity, and I like Batman being literally too autistic to tell Catwoman how he felt but that's it. I did actually quite like the deleted scene where he asks the Joker for his opinion on the murders. It should have stayed in IMO
because it didn't do anything memorable. No memorable music, no memorable characters, no memorable costumes, no memorable action scenes. Everything was just thrown in front of you like a bad waiter, "blah. Here's your food. Like it? I don't care."
