George thought the robes looked cool and monk-like on Obi-Wan, so he gave them to Yoda as well, and then Vader when he appears as a force ghost, and by the time the prequels got made, nobody was left to tell George how stupid it was that an order of powerful wizard knights would be wearing literal sand people hobo rags.
So two people are to blame. The costume designer for doing such a good job designing cheap burlap monk robes, and George for having literally no self control.
