Because at the time they had no idea Sauron would be able to return. Literally everyone assumed back then that Sauron had just been put down for good and the matter of the Ring was a minor detail that Elrond just had a bad hunch about, and that being only that it would be for the best if everything of Sauron's had just been salted food good. It was only ages later than Gandalf and Elrond realized the One Ring was a save state file for Sauron.
The modern equivalent would have been the British demanding the Americans just nuke Kabal once they had initially defeated the Taliban because they had a bad feeling the Taliban would be back one day after all.
