As far as he knows, Shire Baggins is the name of the guy who stole the ring

He lived in the Shire, stupid fricks. He was outcast for being a murderer of a fellow Hobbit

No he didn't, he was one of the riverfolk. He'd never been west of the Misty Mountains

no he didn't. He lived in the Anduin Vale when he was a hobbit, where the hobbits migrated from before they found the shire

He was from the population of Stoor Hobbits who never migrated over the Misty Mountains but settled near the Anduin river, where the Ring had been lost.

Gollum had no idea where the Shire was actually located. The cave where he met Bilbo was quite far away and Gollum was instead drawn toward Mordor far to the south.

Gollum hated people and even if he tried to do that, he'd get turned away because he's an ugly, creepy frick.

What did Gollum do for the 60 years between The Hobbit and Fellowship? Just stew in his cave and rage 24/7 that the ring was gone and not do anything about it?

        More or less, yeah.

If you played the hit 2023 GOTY, The Lord of the Rings: Gollum, you would know that Gollum actually tries to travel to the Shire after escaping Mordor, but he gets wiener-blocked by the door to Moria.

He left his cave and made his way to Mordor where he was interrogated by Sauron. That’s how the Black Riders knew to start looking for the Shire and hobbits.

He couldn't afford the bus fare and wasn't able to apply to the free transportation program because he wasn't a registered citizen of Mordor.

why didn't sauron just concentrate really hard and find the ring?

He first assumed it had been washed out to sea, when he realized it hadn't been he sent out the Nazgul to look for it.

Honestly finding the ring wasn't even very high on his list of priorities. He knew nobody had the will to destroy it even if they could somehow get into Mordor. The only thing he was afraid of was someone like Aragorn getting his hands on the ring. Which is exactly what he thought when he mistook Pippin for Frodo and then Aragorn challenged him through the Palantir a few hours later.

    >"Smeagol, there are bad guys aiming at you with bows up there. They'll kill you unless you do as I say."
And then they hiked comfortably to Mordor without any trouble on the way.

He was trying to. He got captured twice in his attempts. Basically never left his cave until the ring is stolen from him because he had no other desires. He didn't know shit about the world and didn't care.
