He could spot the ring bearer if he used it in certain spots like Amon Hen, but only because of the mystical power of that place acting like a beacon for a wizard like sauron. He would have zeroed in on Frodo when he used the ring there but Gandalf was able to distract him. The closer the ring bearer gets to mount doom the easier it is for sauron to sense the ring’s power but it doesn’t instantly give its position away like a gps
