They were said to be given a license to kill anyone lower than them in class for anything they considered a transgression. So imagine your local county is ruled by a warlord, he has these samurai he sends out to keep order. But they'll rough up anyone they want and take what they want, because they work for the local authority. Not only that but their titles were generational. So when their kids grew up they'd replace their fathers as the new local enforcers

The closest comparison to Bullshido culture would be thug life mafia culture in the west. The Yakuza started off as broke ass samurai for example. Sure some people idolize that but the majority don't
