Easy to miss, but one of the more subtle themes in the prequels is that the Republic is falling apart and no one takes them seriously anymore.

The movies entire plot and entire beginning set piece is how ineffective the Republic is at handling corporations and special interest groups and criticism of inaction against those elements; the vote of no confidence couldn't have been more clear. Lucas can't write dialogue but his critique of mainstream authority and it's gridlocked behavior has been a theme of his since American Graffiti
But what TPM shows is that the system still works. The jedi save the queen, the ineffective chancellor is replaced according to normal procedure and Naboo is saved.
If Coruscant and Naboo were shitholes and the jedi were trying to by parts on a nice planet that wouldn't take their funny money it would make sense. But Tatooine, where the republic is nonexistent, is the shithole.

TPM shows dissatisfaction and makes multiple comments on the failure of Republic bureaucracy ultimately at the expense of system rights for trade unions. Its not in a free fall but it's commented on several times

Did you somehow miss the scenes where the senate merely forms a committee to investigate, and the Trade Federation has direct representation in that same Senate? Padme going back to Naboo was done without the permission or authorization of the Senate, who did nothing to help them. Then, in AOTC it's revealed and Nute Gunray effectively got off scot free despite his crimes. This is NOT a working system.

Usually no need because under normal circumstances they wouldn't break down, and even if it did they could just call a space tow truck. Getting the hyperdrive shot up and not being able to call for help was an unlikely scenario for the ship designer.
