The movies entire plot and entire beginning set piece is how ineffective the Republic is at handling corporations and special interest groups and criticism of inaction against those elements; the vote of no confidence couldn't have been more clear. Lucas can't write dialogue but his critique of mainstream authority and it's gridlocked behavior has been a theme of his since American Graffiti

Did you somehow miss the scenes where the senate merely forms a committee to investigate, and the Trade Federation has direct representation in that same Senate? Padme going back to Naboo was done without the permission or authorization of the Senate, who did nothing to help them. Then, in AOTC it's revealed and Nute Gunray effectively got off scot free despite his crimes. This is NOT a working system.
