There's something surreal about how it looks like this could all be made with 3D models but none of the people line up with their environment.

They're saying that the backgrounds are obviously 3D models that a lot of artists use to set up scenes but the assets aren't drawn over but instead just dropped in. And the characters are drawn but in a way that doesn't fit with their surroundings. Hopefully in the finished version, the artist does draw the objects and background and fix odd perspective issues like the last panel in
