Every woman in this show is either voiced by them or by the same woman who voices all other female characters.
Even when they have a one-off character, they can't bother to hire a temporary actress.
Do they think their generic girl voice is funny? Maybe they just can't get any women to voice this show? Women generally hate this show, so it might be bad career choice.

The thing is tho, apparently M&T reeeeally hate getting too many ideas or being told what to write, they pretty much just sit people in the writer's room to tell em 'yay' or 'nay', and never bring up ideas.
Voice accesses on the other hand in this industry, are notorious for wanting a say in how their characters are written, even moreso than the average actor or writer, and that piss them off.

For the longest time time it was April Stewart and Mona Marshall, but recently I’ve been seeing Kimberly Brooks (and sometimes Jessica Makinson) in the credits.
And they have hired other VAs to voice one-off characters (Sophie Gray, Alexa, Panderverse boys, etc.)

South Park is smart in that they either hire literal nobodies or have Trey and Matt voice the characters themselves. Leads to less union frickery and actors making themselves look like jackasses on social media. Your friend who can do an impressive Barney Rubble impression is a better chance at saving money than hiring some homosexual like Rob Paulson

they used to make episodes in like a week or two so they probably have scheduling conflicts I assume
South Park is technically a creator-owned show and an independent production. Setting aside them not wanting to be told what to do, how to do it, or deal with other actresses (all legitimate reasons), Parker and Stone have a direct incentive to keep costs down and retain as much rights as possible. Every dollar saved is a dollar in their pocket.
I believe South Park Studios is also, at least in part, non-union. They were not affected by the SAG strike. Parker and Stone themselves were not part of SAG until the movie, I believe. This probably has some affect on the talent pool they can hire from.

What once was a product of a probably limited budget is now a product of their extreme laziness. Hiring more VAs would take time and it's way easier to just look at what's trending that week and half-assedly read a dull script shat out in an evening.
