we can sympathize with Jesse's suffering. He is a genuinely good human who ended up in a ruthless industry he doesn't belong in and makes attempts to better his life only to be drawn back in by Walt. Meanwhile Skylar has a typical suburban mom life which we don't care about and flips shit when it's slightly perturbed. She doesn't suffer as much but has a disproportionate reaction to it. At the early point in the show we still stand behind Walt so when she kicks him out and fricks her boss we see her as an antagonist to Walt.
Jesse was dragged in way over his head by Walt's ambitions. Skyler was provided with millions of dollars by her husband and she cheated on him and then backstabbed him.

This is a show. If it was real and I had to choose one character to have as a neighbor, I'd pick Skyler. But this is a fictional TV show so she's one of my most hated characters in it because she's fricking boring and annoying.
I would pick Lucifer because no one would dare frick with him for the most part and if they did he could literally bring me back to life and warp reality to fix everything even better than before

She was emotional but not loving, smart enough to be a manipulative prick but constantly acted stupid, acted moral but still did horrible shit and protected Walt out of greed, etc, she was terrible

Jesse grew close to Walter throughout the series and became very loyal to him, and him overcoming his loyalty and realizing what a monster walter had become was a major character arc. He was interesting and engaging.
Skylar helped cover up Walter's crimes so she could get her hands on his money, all the while treating him like shit and acting holier than though when she could have ended things and turned him in at any time, then eventually randomly decided it was too much (she still didn't turn him in though, still willing to put up with him being a monster for his money!)
The worst thing about Skylar though is just that she's fricking boring. Being a bad person does not mean being a bad character. Skylar just wasn't interesting to watch.

Breaking Bad starts by showing us the pain of an emasculated man. Skyler is a big part of that emasculation. Jessie is easy to love and we see him suffer a lot. Skyler, in contrast, seems super pampered. Oh no, you’re worried about money? Maybe stop applying lotion every fifteen seconds, b***h. Maybe give up the hair dye and makeup.
She's his wife and she treated him like an inconvenience even before he went all ruthless gangster. To me it’s very obvious that Vince either changed his mind or pussied out of committing with what he intended to do with her. He started writing her as more of a one dimensional irritant to show how shitty Walt’s life was, then changed her to be the voice of reason. But he wants to have it both ways and pretend she was always that character.
