There are different kinds of Mexicans, and they care a lot more about skin color than Americans do. The problem is that the relatively good Mexicans, with a lot of European heritage, are doing fine in Mexico so they aren't trying to immigrate, so it's mostly dark Mestizos mobbing the border.
English settlers sent whole families over and mostly kept to themselves, but the Spanish sent mostly soldiers, who obviously fricked the natives to avoid a life of celibacy, and you can't play "one-drop" games when the whole country is mixed, so you just look at how dark the skin is.
