Whats not to understand?
The story is told from the perspective of the Ghoul, who is the anti-hero character, that has the most established lore to the actions of Vault-Tec to trigger the destruction of the world so that they can control it. They then proceed to explain how they are going to achieve that with Buds buds, the Super Managers, with each respective company at the meeting (Robco,etc) and how they are going to control the future through the Vaults - and even gives a little bit of intention to why Vault-Tec does the science experiments.
The Vault Dweller, the hero character, goes on a mission of saving her father who was kidnapped from the Vault only to find out hes actually evil. Literally the plot of FO4. All they did was change Parent for child roles.
Maximus, plays the goofy incompetent man character, driven by a desire to be a BoS Knight due to the nuking of the NCR town, and ultimately who supports the hero but ultimately has no place other than doing the bidding of others. He never succeeds but will always survive. The irony of having a black man play the character shouldn't be over looked.
Lucy's brother,mother, and whatever the female M named character is just a plot device, as is most of the background characters of Vault 33 to set-up the not obvious to normies plot device the Vault-Tec is supper evil.
What the show did is no different than FO4 and the super nerd enclave replacing everyone with synths and hording technology.
