Why does King Neptune look different compared to the series? Is the movie canon? Does it happen in an alternate universe? Why the writers didn't give a shit about continuity?

Apparently, they can't use Movie Neptune in the show for legal reasons.

For the most part. He only had one role in anything since 2017.
I believe it was because Paramount had a contract that prevented them from using content created for the movie in the show. That's why stuff like Goofy Goober, Mindy, Dennis, and others never got to appear in the show for a while.
They lifted the mandate recently which means they eventually did show up.
They did mention Goofy Goobers in season 4 though
Okay so they couldn't use movie neptune on the show, but why couldn't they do the opposite? Why didn't they use show neptune for the movie? Sure the entire plot hinges on him A) wearing a crown and B) being bald, but I fail to see how either of those things would be hard to apply to the original neptune design
To be fair, Neptune only ever showed up once in the first 3 seasons (not counting the Patchy segments in Party Pooper Pants). Most likely nobody noticed or cared that he already had a preexisting design and they took the opportunity to make a new one that fits in with the plot better.
Maybe because show Neptune looked too much like King Triton and they didn’t want to deal with Disney.
But they reverted back to that original design for later seasons, like when they introduced Neptune's wife and son (with no mention of Mindy anywhere)
Different legal issues for TV and movies, maybe.

The current canon seems to be that they're separate characters (he's in the middle near the bottom).

I just assumed the second one was the first one's successor to the throne. Or that the latter just happened to share the former's name since he was essentially a local rich butthole instead of a god.
