There are many hit songs that are considered 'guilty pleasure'. For video games shitty video games are just not fun to play. For books you have all those erotic novels people read 'ironically' (50 shades of grey or whatever).

Like comics, those are all bad, but can be good among people interested in that niche. Particularly trash comics/erotic novels generally aren't so bad they're good because, while it can be funny to read a page or a couple of panels posted online, you're not gonna sit down and finish the whole thing, like you might with a movie that's shitty in an entertaining way.

Art has this too. It's had this for thousands of years. Look up bad renaissance art.
I think it has a lot to do with the correlation between the skill required to make a competent film and the barrier of entry keeping most people from actually doing it (you need a crew, equipment, etc...). Video games to some extent have similar requirements but video games are a more interactive medium so even if a bad game has so bad it's good qualities, if it's not fun to play it will probably drag down the experience more.

"so bad it's good" needs to be fun to watch (play/listen to/etc.) and ideally you should feel like you've stumbled upon something made by space aliens pretending to be human artist (aka outsider art).
Plenty of games have bad gameplay and that makes them bad games - it's like how bad comedy is just unfunny and un-fun to watch
a good bad game needs to have a good gameplay (or at least passable one) and have insane story/writing/game mechanics
there is a lot of mods that would qualify as good bad games
any lunatic can learn to use a map editor to make his magnum opus while making a game from scratch is significantly harder
