I think the big thing was his symbol was being used by undesirable individuals, damaging the reputation of the character. Him being a violent murderer who uses guns probably didn't help but it wasn't the deciding factor.

Potential crossfire and misidentification is bad when wearing a uniform, it's far worse when you're not.
