Why doesn't anyone shot him in the fricking head? Seems like a pretty stupid move to shoot him anywhere else since his whole body is armored except for his jaw/mouth.

    it's called suspension of disbelief. The audience wants to see at least a little of the actor's face so we can identify with him.

    Pretty sure there's a scene in the first or second movie where they explain that they just slapped his face on top of a robot head.
    so if you shot the head you'd just hear a Terminator PLING! and they'd just have to patch that up again.

      Found a pic that explains it, as you can see the actual brain is protected while the rest like the eye cameras and speaker in the mouth can be easily replaced.

          they probably embalmed it, or maybe its an advanced 3D print done on leather which is then sprayed the right color.
          I mean, we're talking about Cyborg technology here, I doubt that preserving the skin or recreating it is the least of their problems.

          it's explained in the first movie. Lewis touches his face, and says it's cold. Murphy explains that it was made by the OCP employees on the project as a tribute to Murphy, but it's not his actual face.

      it's gameplay/cutscene logic
      during gameplay you and the boss take dozens of hits, but when the lifebar is empty it switches to a cutscene where bullets actually matter.
      the gang shots were gameplay, but Clarence's last shot to the head is cutscene

      I'd love to see them make an actual Robocop 3 with Weller and the scientists be like "well.. we're sorry Robo, the face just isn't handling the botox as it used to."
      Robo is like "NO PROBLEM, A WRINKLED PRUNE FACE IS A SIGN OF WISDOM TO THE KIDS!" and then he walks away.
