    There was an episode of The Batman, where Penguin assembles a team.

    I’d say it’s because Bat’s villains are predominantly psycho, where as Spidey and The Flash’s are mostly career criminals who are after a payday.

    They're crazier. Joker, Penguin, Riddler. These would be mandatory members and they would never, it's arguably against their characterization.

    Spidey villains also have a different relationship with Spidey. They've beat him up a lot. Batman has been hurt, but there's this mystique about him, he's inevitable. Batman always has a plan and will always get you, Joker doesn't even expect to win, just have fun and get beat up. Now Spidey villains have on average done much better against Spidey, so it's natural they expect teaming up is a sound strategy. Spidey villains expect to maybe win because they have in the past.

    Also, the contempt Spidey villains have for him makes them overlook obstacle towards the team up. Batman villains want something else and just hope to escape Batman's notice. While they can obsess, Joker doesn't want to share Batman, Penguin and Riddle just want power and money, hoping to get away with whatever, but their interests all collide with each other and their desire to see Batman out of the picture seldom overrides these other interests

      So. With that said, these are my Sinister six for Batman, six who are obsessed enough with getting Batman they would team up and drop everything else because this particular team would be seen as an almost sure win against Batman and would actually cooperate together, to an extent:

      Bane
      Doctor Hurt
      Talia

      Red Hood

        Anyone remotely connected to Batfamily is a no-go. Some lazy writer will just have them betray the others. It should be Hush, Bane, Doctor Hurt, KGBeast, Metalhead, and Clayface.

          Jason should have stayed a villain. He should be the Punisher in Gotham with Daredevil skills.

      Why would they? Green Goblin and Venom (besides Gargan) are rarely on the Six, it's usually Dr. Octopus recruiting the common crooks like Rhino and Electro to work under him, not an ensemble of masterminds. I think a Batman equivalent would be someone like Two-Face or Penguin as the lead with Killer Croc, Clayface, Killer Moth, Firefly and Freeze as members

        You mean 2 characters what have branched out into other titles outside of Spider-Man? Why those two aren't considered only Spider-Man villains?

        It's not about masterminds, though you've have more than one smart-ass on the real Sinister six. For Batman you need smarts skill AND resources. Spidey ain't rich.

    Batman villains don't tend to work together as well. Most of his villains prefer to stand back and give orders rather than fight (Joker, Penguin, Two-Face, Scarecrow, Riddler, Poison Ivy). There actually aren't too many brawn-focused Batman villains, not to mention most of them have little to no superpowers, making any potential collective fight rather boring.

    batman's rogues have motivations beyond "grr i hate this guy" so it's not as simple as sticking a bunch of them together.
    if you wanted to do a big villain team-up you'd need to use some lesser villains that are more or less petty crooks.

    He does, they're called United Underworld. Penguin, Joker, Riddler and Catwoman, the don't fist fight Batman because that's now their schemes work.
    Obviously they stopped teaming up post crisis with the changes to all their characters stopped 3/4 from being basic mobsters with simple monetary motivations, and the Penguin marginalized into a joke when pre 5 Way Revenge and the invention of Ra's Al Ghul was Batman's arch enemy because he was the smartest.
