Kingpin is too popular and useful in other books.
Punisher is kind of pointless because he can't kill anyone that matters in bigger franchises than his own. Which is every other franchise.

Deadpool has personally told him every criminal with plot armor so he doesn't waste ammo.

Putting all the marvel heroes in the same continuity was always idiotic. A setting is defined by it's limitations, not it's set peices. Marvel has as much sense as Looney Tunes when you stare at it for long enough. The punisher by all means should have his own Kingpin to go after. We shouldn't be asking why he doesn't go after the one from another series. We could just as easily ask why Modok doesn't fricking vaporize him.

That'd just create a Joker problem.

I think you could probably put him on some Gus Fring shit where his whole schtick is being the antiithesis to Frank's absurd "I did my homework" style of taking down criminals and he rarely actually confronts Frank but has a strong recurring presence. Make him an actual Kingpin, not a Supervillain who we pretend is also a legitimate criminal.

It's almost as if Punisher is a shitty untenable franchise.

Because Marvel comics is the home of moronic and contrived writing.

Kingpin is much smarter and much better equipped than Frank.

The Punisher is unstoppable in his own one-shots. He killed Galactus once. Kingpin is nothing.
