He's simply making a statement that would be true if the world was fair. But some people simply won the lottery of the universe.
I think what he meant to say is that nepotism is only defined to positions given to the unqualified and done so through close relationships. If you're talented and given an acting job by your wife for example, it wouldn't exactly be classified as such despite it being technically still nepotism.
