Season 1 it was just 3 jets, Soundwave, his tapes, and once or twice a camera. Then the Constructicons showed up and became the most useful members of the entire army. But still an army that consisted of about 1/4 as many guys and the good team. And half the members of the good team had amazing superpowers.
Also by the time the Constructicons showed up the good guys had indestructible dinosaurs, and a huge giant guy that could one shot their own giant form.
Megatron cannot afford to kill one of his very few underlings.
Reflector was dropped from the original wave of 1984 toys at the last minute, too late for Sunbow to remove him from the early cartoon episodes in production, but they were instructed not to really do anything with him but use him as a background henchman as there was no toy on sale. His final appearances was in the 1986 movie, in the crowd during the coronation scene. In retrospect they should have had Reflector become the Sweeps, there was three of him and three of them, while the Insecticons' toys were still on sale and there were some season 3 episodes that featured them.
Most of the Autobots have guys with similar abilities. They also have a guy that can create holograms(Hound) or turn invisible (Mirage), or unleash destructive sound and light (Jazz). The only real superpower the Autobots don't really have a counterpart for is Skywarp's teleportation.
Only Skywarp teleporting comes to mind. I mostly see shit like Hound making holograms, Trailbreaker with the forcefield, Mirage turning invisible etc. Autobots had a lot of different superpowers.
The Decepticons are social Darwinists. They're like a pack of dogs. The alpha dog never kills the wannabe alpha, because he invites competition and challenge. Megatron wants what's best for the Decepticons, not for himself. And if Starscream is strong enough to overthrow him, then he's the best for the Decepticons.
There's a part in the first movie where Megatron is thought to be dead so Starscream is named leader of the Decepticons. He rules for about 40 seconds before Megatron shows up and kills him.
I should also mention that Starscreams All-spark is unique in that it can't be destroyed. Should his physical body die his All-spark would fly until it found a new host which pretty much makes him unkillable.
Because when you're the leader of the bad guys, knowing that the inevitable backstab will come from someone incompetent is the only way to get a backstab safety net
Imagine some simping Indian midget you can easily beat the shit out of
He follows you around and more or less is your slave
Except he has regen like Wolverine so every time you're pissed off about things not going your way you can blame it on him and beat the shit out of him
And he never fights back and never runs off and never resists just takes it and yells in moronic dog-fear of you
Must be insanely therapeutic when you've had a bad day and you can just start wailing on him until you feel better
>You see, leadership is not something I fear losing: it is something I dread you gaining. In the moments when my all-consuming destiny lies ahead of me, you remind me of the need to watch my back. And that is your importance, Starscream.
that's what happened in the first transformers movie
He only has like 7 minions for the longest time. He cannot afford to kill one of his few useful minions when the autobots had about 20 from the start.

He probably did kill Reflector since those guys never appeared again. And Laserbeak was a much better spy who also recorded videos too.

It's a plot point in Heavy Metal War that all of the bad team have amazing superpowers, which means the Decepticons win the superpower race.

They do nowadays

It's more fun just to beat the shit out of him.
The beating in Megatron's spotlight issue of IDW and the one from Cyberverse were astonishingly brutal.
It's a sex thing.
brat correction too powerful for Megs to give up.

God dammit Starscream, you've failed me for the last time...again.

It's just "spark". It also didn't exist in the cartoon, he was just an actual ghost.

He knows he has to keep him around for female appeal
Megatron often does, Starscream is just too stupid for it to work.
%3D
The censors explicitly forbid any character from dying.
Starscream keeps Megatron from getting too complacent in his leadership.
because hes the best and everyone knows it
