lex luthor is an upstanding citizen and a bedrock of metropolis economy who owns the cops and the courts there
imagine the rest of the world reacting to superman vaporizing what they see as superman committing random murder for no reason, then justifying it later with "he was secretly evil, okay?"

If you kill your enemies, they win. Especially in comics where killing them just means they'll come back but now with demonic powers or time travel powers or whatever, or you'll literally turn into them like the Kekman who Keks.
Because status quo is king in comics, which is why they suck, and the only good stories are what ifs/elseworlds.

Unlike Joker, Lex actually does do some legit good acts even if just for show. Such as donations to charity and jobs. Lot of these things would end if he was dead.
Luthor is not actually that much worse than most of the potentates and world leaders we have irl. If anything he's better than them as he's pragmatic enough, other than Suicide Slum he turned Metropolis into a shiny modern major city and pretty much a world capital.
In his own way he helps mankind forward by creating super tech, even if it's for his own benefit. That bit in the Doomsday animated movie where he casually designs a cure for cancer while Kal fails at it? He turns it into a lifelong treatment to squeeze more money from it, but that's still better than having no treatment at all.
He's a criminal but he's got some standards, he won't kill hundreds for lawls and he's an important piece of global economics.
