No he didn’t. Dick and Babs didn’t become a couple until late 1999 in Nightwing #38. Nightwing/Huntress was in 1998. If you’re referring to the kiss in the tunnel, that was Nightwing #29 and if you’re referring to the kiss where Dick then calls her dangerous, Helena was kissing him by surprise. And both those were in response to Devin beating Dixon to writing Dick fricking a girl which is Dixon’s fault for taking almost 4 years to put him in a relationship.
and Helena was wiritten like crap in all 3 of those anyway but Dixon’s shit especially because he wanted to sour the character and relationship due to him being pissy.
And the kiss at the end of No Man’s Land with Helena in the hospital bed was an editorial error.
Huntress was a character that was sort of neglected by the batoffice because she essentially only existed to complete a promise to the creators of her first series, who were supposed to get a Helena wayne one.
Dixon was one of the few writers in the 90's before NML who went out of his way to use her- but the caveat is that he always had her as rough around the edges.I don't think he got pissy over Helena getting with Dick first, as much as it's more like he just always didn't portray her as being the most put together. She was a loose canon.

It’s more likely DC tasked the creators with introducing a new version of Huntress since their old one was dead.
Basically yes, I realize my phrasing was a bit jumbled,the eventual Bertinelli Huntress series that came out wasn't a reworked Helena Wayne series or anything. But Cavaleri and Staton had worked on HW Huntress stories in the 80's(Staton being a co-creator and worked on a few E2 stories leading into the Batman/Catwoman relationship as well), which is why they got called back to create a new Huntress. But it's specifically because the Huntress stories were cut short by crisis that Levitz gave them a new one to work on.
Looking back on it now, Chuck Dixon was the worst guy to pick for Nightwing.

For better or worse, Dick as Nightwing became a bellweather book. It will never set the world on fire, but you can count on Dick having a book through sheer momentum.
