Dude was supposed to be the big bad for James Cameron's Spider-Man movie. If that movie came out and was a success, then you'd see Electro getting pushed everywhere.
Spider-Man really was the only good looking costumed character in those stories, wasn’t he? A lot of these guys are hard to look at.

I think there were a couple of instances where Spidey beat the shit out of Rhino by himself, so he's not actually stronger.
The show couldn’t use Electro and Sandman since they were planned for the James Cameron movie. It’s why Hydro Man was used instead of Sandman. Once that was scrapped, they brought Electro in as this whole new character.
Peter himself on multiple occasions admitted that Rhino is considerably stronger than him, and Rhino used to constantly slug it out with Hulk back in the day. Whenever Spider-Man physically beats him down it's just crap writing.
He doesn't seem to have an upper limit to his Hydrokinesis so I believe it.
