Those cartoons aren't aimed at girls. They are aimed at late 20s/early to mid 30s single women. Cue the occasional moms in their 30s. That's it.
Basically. The weird, obsessive adult fans used to be that "other" part of the audience which cartoons would playfully joke about with characters like Comic Book Guy or bits like that Get a Life foundation skit from Animaniacs, but now it's basically become the core audience. If anything kids these days see clips on YouTube, like I bet more actual children have seen Disney's Chibiverse shorts than watch the actual shows that they're based on.
If this is true, why are they still held to the same censorship standards as actual kids shows?

Then why are cartoons MORE kiddish and LESS adult than they were in the 90's? We used to have Cow and Chicken, Johnny Bravo, Powerpuff Girls. All had excellent art direction, dark humor, and innuendos. Even going into the 2000's, we had Invader Zim, Billy and Mandy..
Gravity Falls was the last show that felt edgy. Everything since is so soft. And even Gravity Falls didn't have that great art direction.
They appeal to terminally online adults by going heavier on the "lore" and continuity. As for edginess, that's just been a gradual decline, I guess, arguably kicked off by when they introduced age ratings for TV programs. South Park probably didn't help, since it was a cute looking show which was extremely (for the time) edgy - I remember back when it premiered, a girl at my school was forced to turn her completely innocent SP shirt inside out.
Adult doesn't have to mean edgy.

Spongebob and Loud House have been the biggest shows on Nick for years and will continue to be for the foreseeable future. Teen Titans Go has a similar stranglehold on CN. Disney is bringing back Phineas and Ferb after 5 years because they noticed how many hours it was getting on D+.
Because of the longevity of boys shows, fewer slots are open, and fewer new boys shows get developed.

They are to the networks. Or to be more blunt, the only categories that exist in their minds are "general audiences" and "girls." So as long as those shows do well, regardless of how you feel about them, the network itself sees no strong compulsion to order more shows that aren't targeted at girls.

Shows that are truly focused on girls are naturally working with half of the potential viewership as general audience shows. They end up having to work twice as hard, and they're destined for quicker cancellation, which is why we have this glut of girls shows that come and go.
If a network really wants girls shows to flourish, it needs to adjust ratings expectations accordingly.

What makes a cartoon a girl cartoon or a boy cartoon? Sometimes it's really obvious, like (old) MOTU was clearly for boys, and MLP was clearly for girls. But something like Amphibia? Sure, it has girls as main characters, but it has action and a videogame-ish world with neat creature designs. Powerpuff Girls? Girls are the main characters, but it relies on violent action sequences with intentional eye candy (for boys) characters.
