Naw. Superman is better than men because he can fly and has a strength comparable to a freight train from the time he's pretty young. Even with intense training humans don't stand a chance against him without some sorta meta mutation or robot suit. Goku, at 12, still meets regular humans who're able to outstrip him in speed, strength and abilities that Goku must catch up to. And that's because the Dragonball world is not our world. Things like being really strong or moving so fast you cannot be seen are not features unique to the Saiyans. Hell, Krillin and Jackie Chun were able to move too fast to be seen and that's when Krillin was just 13. And Tenshinhan could fly long before Goku figured out how to do that.
Clark started at a level higher than humans could possibly reach. Goku starts somewhat strong and has more of an...exponential growth rate rather than a linear ones. He gets stronger faster but he isn't so strong that he doesn't run into guys who're as strong or stronger.
You can't count DB's human characters with superhuman abilities as "regular humans" and then just say the humans with powers in DC don't count. Superman regularly fights and is challenged by humans.
But the difference between a regular human and a super-human in dragonball is "trained hard". Your average joe could dedicate himself and become as strong as Krillin or Yamcha were in the early arcs. Most people obviously DON'T but you certainly could.
By dragonball logic Batman would be fast enough to tank and dodge bullets just through the sheer amount of training he's done over the course of his life. He'd be able to fly just by someone explaining to him how it's done. He'd be able to fire an energy blast from just visualizing it or saying "kamehameha". But he doesn't and can't cuz in DC humans have limitations unless there's an outside force changing them into "more than a human".
In the official Yamcha Isekai, nu-Yamcha and nu-Chiaotzu becomes the strongest fighter until the Cell Saga, when he is only able to keep up via fusion. He decides to stay out of it and future arcs because of how dumb he looks while fused to nu-Chiaotzu, angering the gods of destruction who were playing with them as a game, resulting in their immediate return to the real world.
