He has social skills, he's not just another dour or boring robot guy. He behaves like a former star athlete.
He had actual design language behind him. He wasn't just >MAN WITH PARTS OF UNPAINTED IRON MAN GRAFTED ON
Like most modern Cyborg designs.
The blue transparent shit with circuitry behind it was iconic and even looked good on his car.
I also think making him the "big guy" on top of that helped him out.
"Oh no I lost my humanity a bloo bloo bloo feel sorry for me" has been done to death a bazillion times, so it's still refreshing to see a character dust themselves off and be optimistic about their newfound abilities instead of being moody and melodramatic.
Multiple facets
He's noticeably larger than the rest of the group with proportions you'd se in a high school jock, a football player or wrestler, which lends itself better towards his strength and personality. The clear and blue plastics complement the chrome much better, giving him a more advanced look like someone was actually trying to make him still appealing instead of just wiring him up but they're still bulky enough to communicate both his powerset and their own flaws. He comes off as advanced but not too advanced rather than someone hastily kitbashing him together. Also more of him actively looks robotic while the old design was just someone with a metal face and gun arm in a leotard while the cartoon has the constant full body reminder
tl;dr the old cyborg is just barret with a face plate but has none of the character that makes barret interesting instead trying to pretend that he's deeply inhuman just for a gun arm and faceplate. New design actually follows through on the inhumanity and has good plots and lines centered around it
I've been thinking about this show alot lately and my opinion on it is that its great at character design, was very open about its anime influence and worked as a great love letter to the original comics despite being so drastically different.
