Why is Killer Croc always sent to Arkham in the comics and cartoons?

Why is Killer Croc always sent to Arkham in the comics and cartoons? Like he's evil sure but he's not really crazy, he's just some guy with a skin condition.

    I refuse to believe Gothams worst villains havent been killed off by assassinations from vigilantes or roving mobs of people fed up with them. Whos gonna stop a crowd of 100 people ripping Joker to pieces? What if a former vet or cop snipes Two-Face? What if someone just slit Harley or Ivys throat or a group of guards beat Penguin to death? Who cares? Batman gonna do anything?

      Does anyone remember that villain from the time Dick was Batman that had the main objective of killing every single Arkham inmate? He was a angel covered in blinding light and it was never explained if he was a metahumans or just some guy in a costume

      You know, Two-Face had a built in explanation for this. He used to donate his crimes during the day as alms for the poor or charity thus leading the public to have a fifty fifty split on their opinions about him. Mind you nobody remembers this detail save for shit like Two-Face Strikes Twice

      A lot of villains have died and then came back. Or they just survive the seemingly impossible. Joker has been gunned down many times and has bounced back like it was nothing. You're fighting the universe if you try to kill the big name or even mid tier villains.

    In his first post Crisis appearance in Secret Origins issue telling the backstory of the Floronic Man, Croc was shown to be crippled from the neck down from nerve gas exposure in an untold story (as his original introduction arc as a gang boss was erased by Crisis and Two-Face being inserted into the role of the person who left Jason Todd with no parent). In that story, Croc faked brain damage from the nerve gas to avoid dealing with the other inmates save for Floronic Man, who talked to him because of their respective inhuman appearances even though Croc never replied back.

    At the end of the story, Croc fakes mad rantings when Floronic Man escaped along with continuing to fake paralysis after he realized that he was slowly regaining the ability to move his body.

    Croc eventually escaped Arkham and got buried alive under rubble in the sewer and was forced to eat rats and other vermin to survive as he was trapped and spent months digging himself out of the rubble back to the surface. And this basically destroyed his sanity.

    Because he fights Batman and uses a wacky name instead of the one on his birth certificate. It feels like if Rupert Thorne started calling himself "the Fatso", they'd send him to Arkham instead of jail too.

    Croc is literally a CHUD.
    Also, I don't think "skin condition" adequately covers for his 4 inch fangs, reptile eyes and all the rest.

    Given how Arkham basically turned into their prison for the superpowered freaks running around Gotham, I always had a pet theory Arkham was being used by guys like Hugo Strange and Jeremiah Arkham to study metahumans for the government in exchange for funding, considering how obsessive the US Government's been about meta-humans over the years and how most of the staff didn't either get hired with a clean psychological profile or don't have the proper protection to prevent them from being murdered all the time. Clearly, seeing their caged lab rats escape every once in a while or go on a rampage isn't a worry since there's a bat warden to come along to quiet them down.
