Literally anytime they have a pre-Spongebob block/channel/etc it's exclusively these two shows. The Nick Splat block devolved into only playing these two, and the 90s Pluto Channel plays only these 4/7 days regularly, and often has week long "takeovers" which are only either one of these two (usually Rugrats).
Were they just the most successful pre-Spongebob? Do they get more views? Are they the most tame and most untroublesome of shows to air?

Rugrats is NOT a good show
Seasons 1-3 were great.
Early seasons were good, and it peaked around the early mid 90s. Post movie was when the quality dropped, and post second movie was when the quality dropped even more, and by the last year or so, it was obvious that they wanted to give up on it.

Almost like NuRugrats is tonally based more on post-Paris Rugrats versus the older seasons. Throw in modernization and pointlessly switching Suzie and Kimi's ages and you have a pile of shit.
Rugrats is actually fricking fantastic. The seasons before the original Grandpa Lou died are some of the best.
Rigrats was indeed that successful. Hey Arnold was lower B tier in popularity but has a longer following than most others because it’s one of the more mature shows and you can watch it as an adult with less self-conscious feelings

Personally I speculate that the reason it always boils down to Rugrats and Hey Arnold is the same reason the main channel boiled down to Spongebob and some FOP for so long.
Viacom is the smallest on the big media companies and is less willing to explore and take risks when they have a proven working formula to the detriment of building solid foundations (which is also one of the reasons why they stay small).

Because in all honesty, Klasky shows outside of Rugrats were hit or miss and without Peter Chung designing half the characters, looked ugly.
Then again, that didn't stop 90s are all that block being filled to the brim with Rocket Power Reruns.

They wheel out cat dog sometimes(every fricking Nick shirt has them on it with Rugrats and Arnold) but yea it really is a show about discrimination and making your way through it with those closest to you. Which was fine to make before they polarized everyone again for profit. People are more racist now then they were in the late 90s and I blame israelites and lazy Black folk
90s Nick execs loved CatDog more then the actual production team behind it.
Rugrats was SpongeBob before SpongeBob and someone worked their way up at Nick who likes Arnold it's why we got the jungle movie. They are good shows so I don't mind it but I agree there should be more variety I hate the constant takeovers
Ren and Stimpy was actually bigger than Arnold at the height of the R&S's popularity, but for some reason, Nick never really used it in 90s Nick promotions to the extent of Rugrats and Arnold. Hell, when it first came out, Ren and Stimpy was bigger than Rugrats initially
Nick was and still is a very executive oriented company so the actual popularity of something mattered less than the suits liking it see
R&S has always behind on production and was always just a bit to crude for the adults in the room to really like it, but it was so popular with kids it powered through anyway
It's probably bitter relations with John K., and modern audiences just finding the gross and mean humor a bit off putting.
Nick has about 7 cartoons that they can say were actual successes

Rocko was moderately popular, but not as big as these 7. I'm pretty sure even Jimmy Neutron is bigger than Rocko
Rocko had 4 whole seasons, and was outright reran on Nick until around 2004 when they stopped rerunning old shit.
