Lassiter's Pixar did have a Quality Control executive meddling type of board that was fricking draconian in their enforcement of quality changes on their crews and directors. Lots of people hated it, BUT, in that time they did pump out Academy Award Winning film after Academy Award winning film.
Perhaps Disney needs something like this, and some way to control it so that it STAYS a quality control board, and not a political purity board. (which is what a lot of them turn into)

Because Disney lost the formula for making good movies / shows that could have tie-ins and turn into a decades long cash machine. On top of that they have ruined IPs like Rescue Ranges that could have been a cash machine if they had a successful reboot.
Compare any Disney movie or show to Aggretsuko, a show with ugly animals working in a bank. The Japanese can take this bland premise and turn it into a global success and cash machine, Disney cannot even get the reboot of a well loved franchise right.
They haven't made anything good in years and they keep doing creatively bankrupt things like live action remakes. Frozen 2 documentary made it clear that disney is more concerned with having a movie for every major release window then making sure the movies good. Incredible 2 and Frozen 2 both needed more time in the script writing phase but got pushed out to meet target release dates.
