The material it's made out of sucks but overall it has better design. Movie Flash is too bulky, you only ever see that kind of design in alternate universe DC stuff like Injustice where Flash is actively in a war zone.

flash is muscular in the comics sorry to break it to you. only the snyder suit was based on injustice. the flash solo suit is a direct copy of the new52 suit
They need new costumes to sell new overpriced toys to fat nerds, but sequel movies almost always do worse than the original projects at the box office so they also need to keep production cost lower
CW capeshit kind of came off the success of Smallville. Smallville was a brilliant combination of Dawson's Creek/One Tree Hill esque teen drama with Buffy/X-Files monster of the week formula. All utilizing the Superman mythology quite well. It had cape fans and non-cape fans interested for a time. Made capefans out of people, especially horny teenagers. Women in particular who are nerdy and like to obsess over this shit.
After Smallville ended they jumped right back into superhero shit with Arrow, the Flash and so forth. The effects and comic booky elements became more pronounced but everyone still looked like a gossip girl reject.
I started to watch Gotham Knights to laugh at it and it turned out to be decent. Still has it's problems (not enough capes), but it's a decent show. Lots of woke shit, but none of it takes any time from the story and there's no message or trying to shame viewers who don't have the same politics. In 13 episodes they mention the woke parts for like 4 minutes max and most of that time it's in the service of plot related things, like 2 characters getting together or as part (not focus) of something else like Spoiler's relationship with her parents (they don't even know she's gay. They're just control freaks).
And Two-Face,s story is getting better. It started as boring Harvey Dent shit and it's getting good now.
But still, it's a Batman show without a Batman and without superheroes (except Robin... sort of). Decent for what it is aka misfit gang framed for a crime they didn't commit versus a creepy powerful cult.
The practical suit was a wrinkly mess and more than half the time he was wearing the hollywood pajamas. And a lot of the weird neck shit too is because they removed the collar because the same gays complaining now about the obvious suit CG are the ones who pointed the flaws out in the first place and asked for CG coverups like shrinking the helmet etc. On top of that, it's the same sacrifice for high detail while maintaining accuracy as Spider-Man suits. I've always thought it was weird for example that people shit on Tom's suit while half the time Tobey's suit was CGI as well. Tom's was only CGI to add extra lame shit and needless details. However I think in Flash's case they excel with adding style and making it look cool like the New52 suit
