You seem confused. "web 2.0" sites reliant on user generated content have existed in the 90s. Regardless, they would not comprise the majority of content the average user consumes until recently. If you ever used the internet in the 00s you wouldn't question the fact that most content was traditional one way communication from site creators to their audiences.
I already mentioned how "web 2.0" was a popular buzzword back then. It still took many subsequent years for the internet as a whole to get there.
