Tim was invented to sell lunchboxes at the request of corporate executives. O'Neil, Starlin, and several others wanted to go back to the solo Batman status quo of the 1970s, but Tim is the very definition of a forced pandering character whose core trait is being the Robin With Pants (which we designed in concept art for Dick appearing in Batman 1989).
Damian has an interesting origin and evolution. Tim can't develop because the entire DCU has already been kissing his self-inserted ass since day one.
I would say I have no idea why DC editorial seemed to love 90's marvel crap art in the 2000s, but the answer is Jim Lee. They filled all those books with image wannabees.
The art is only awful in the first part of the Bat Epic which actually kind of fits conceptually. It's dark, pulpy and edgy. By the end of the run it fully transitions into Chris Burnham's campy Bat dad Silver / Bronze Age team up style.
Frick I forgot how good the art in the Club of Heroes arc is. Should I just assume I don't see JHW3 more because it takes him a million years to draw a full issue?

Kubert is extremely boring and pretty mediocre all in all. Daniel is very mediocre, bordering on shitty.
Williams is great, but he drew a short, not super interesting part of the run.
Because being Robin now legit just means being hard carried by Bruce and his stories. Damian is moving on to bigger things with r. If there's one thing I was looking forward to in 5g, it's Damian taking over the League of Assassins and becoming a big villain of the DC universe.
