They finally were allowed to do things, they weren't be for but that in turn made the show more bland and limitations actually what made the show work.
What why wouldn't the network let use Gordan and Batgirl?
They weren't allowed to use Two-Face, Scarecrow and Ra's al-Ghul because they were planned to appear in the Nolan movies, and they couldn't use Robin since he was in Teen Titans so they made Batgirl appear first

For seasons 1 and 2 the show was shared between Cartoon Network and Kids WB. For season 3 onward it was Kids WB only. Different networks have different standards and targets, even if they're owned by the same parent company.
Both networks were for 8 year old boys.

More or less this. Seasons 1 and 2 were trying to distance themselves from the DCAU, with a greater focus on action setpieces. Season 3-5 were trying to appeal more towards traditional Batman fans.
