I feel like the addition of a jacket with pockets and protection is actually much more functional than a standard smooth spandex outfit.
It's snowing
in the 90s, old style colorful costumes were not cool. Everything had to be leather, ammo pouches, or random bits of non matching armor all over. If they could not get that, then they slapped a jacket over the dumb colorful costume.
The jacket over bodysuit look does look good though.

Jacket over bodysuit is peak aesthetic. The bodysuit is to emphasize the muscular, tight, athletic bodies of the heroes and the jacket is the motion, the modern day cape to flutter in the wind and look dynamic as they throw punches and do action shit.
Modern comics could do well to learn why the designs we had in the earlier eras are iconic as shit compared to the bland dreck we get these days. What are 5 iconic costumes from the last 10-20 years?

Well I was about to explain that it's cold and snowy out why wouldn't you wear a jacket. Then you look at psylocke wearing her thong leotard and realize there's just no justifying.

I wish it was still in style. Partially covering up the costumes with real clothes is still better than trying to make costumes look like real gear/uniforms.
Jackets and coats over costumes are cool
If I became a hero, a scarf would 100% be on my list.
