The whole point of the scene was that Henry is forcing laugher so he can seem more personable and cool with his gangster friends (what he does throughout the whole movie) but then he takes it too far and Tommy fricks with him when he notices how much of a try-hard Henry is

It was funny but he was also relieved. It's basically an assertion of dominance from Tommy and Henry also can't back down. If he starts apologising or accepting responsibility for causing offence then he's fricked and forever a b***h but he holds long enough to be given an out where no one loses face and everyone can relax again. The relief on everyone's face is palpable. A lot of minor confrontations like this end in violence because no one wants to lose face.
