Everyone on TNG and DS9 got their fair share of acting, in voyager there's only the captain, the doctor and 7o9 everyone else was abandoned.
I don't think Garret was an issue on set. The worst I've heard him say was he would occasionally turn up late because he had been out all night partying at nightclubs, they run a tight ship on those Star Trek sets, everything is micromanaged to an autistic degree. He was also the only young member of the cast without kids or a wife. The executives at Paramount were notoriously cut throat and as many know Garret only avoided getting thrown off by his people magazine cover thing. After Voyager he seemed just content to potter about enjoying his money.
Star trek was an AAA franchise back then, being a regular main cast member is like winning the fricking lottery, even for established actors like Patstew. The reason Kim was never promoted and never got laid is because the writers hated the unprofessional moron. They were planning to ditch him in S3 but he got on the cover of a magazine and they got rid of the cute drunk instead.

He revealed his hand on the Delta Flyers podcast. By dint of the Bermudan educational system, he was a college freshman at 15. He was a Doogie Howser wunderkind and didn't have time or opportunity to develop his social skills properly. No one in a university would treat a 15 year old seriously so he never got the chance to learn how to work with people.
