Yes, she was. I think they had this idea that being naked was her way of saying she was proud and didn't want to hide being a mutant. And I'm all for fully naked female action characters that act otherwise normally and semi-unaware.

She can create clothing using her powers, so if she turns into someone she'd turn into them wearing her clothes over the fake clothes, or if she turns into them naked she'll be wearing what she was previously.

In the old days it was considered 'immodest' whereas now it's 'objectification'. The brief period 68-89 really wasn't what you'd imagine. This was oddly predictive of how late stage victim-groups treat anyone in their own group that they deem as having made even one mistake or change of heart.
