Once they get together she's very, very subdued and basically exists just for there to be "a girl Harry is worried about."
Rowling did apparently try to foreshadow it in book 2 by having her be embarrassed Harry saw her in her pajamas, secretly be the one to leave him an embarrassing Valentine, and get saved by him in the end but they're severely underdeveloped and all of their chemistry is basically head canon.
The movies are even more egregious because since it's so underdeveloped none of the writers or directors guessed that they were going to end up together or that she was going to be an important character so she's even more underdeveloped and all of her subplots get cut out of the movies. Meaning that but only did all of the viewers think there was a relationship brewing between Harry and other characters (mainly Hermione or Luna) when he did get with her it seemed like it came out of nowhere.

That's the problem with Ginny. Nobody was set up to be Harry's girlfriend, so everyone expected it to be Hermoine, the only girl who was ever with Harry throughout the series. If Rowling wanted to be someone else like Ginny to end up with Harry then they should have spent more than three minutes of screentime together across 8 films.
They addressed this in the book. Harry got b***hes so he wasn't bothered by her having a boyfriend. Ron got no b***hes so he lashed out at her having a boyfriend until he started dating Lavender. Ron did the same thing to Hermione. One of the few true to real life things tbh.
