I always assumed it was because Sauron did not care about Hobbits, thus the rings influence was much weaker on them. Also Sauron seems to be growing stronger as time goes on, that is why even Bilbo gets corrupted somewhat too by the time the books/movies start. Frodo and Sam can carry it longer than the others but still feel effects and it seems to get stronger as the story goes on and they get closer to Mordor.
I guess Gollum is kind of a counter point but he murdered to get the ring so maybe it is just cause Bilbo found it and didn't kill anyone to get it.
The ring doesn't work as well on Hobbits because they only want simple things, this is a huge theme of the book.
It was also Tolkien's way of saying how great British people are.
Gollum was driven out by his family pretty quick after getting the Ring. He's had longer to decay but a lot of his condition is caused by plain neglect. Bilbo was being corrupted too but he was also living pretty well otherwise. It might be Bilbo being a better breed of hobbit or just pure happenstance that kept him from becoming instantly obsessed.

Bilbo never came close to Mordor or even knew what the ring really was so I guess that had something to do with him remaining relatively good.

Those two reasons are why hobbits are the ideal ring bearers.
