He wrote himself into a corner and gave up. Maybe he tinkers around with a chapter here or there, posting excerpts on his blog, but no actual finished product should be expected.
The fat man already saw how the world perceived his ending and it was so bad, it memory holed the entire series out of public remembrance. I don't see any merch for it when I go to the mall. It is a dead IP. His motivation to continue is just as dead and even in the event he tried to finish it, it'll be shit. Nothing good comes from a demoralized man

the book ending will likely be the same. the problem with the show was never the individual plot elements, but the fact that they felt rushed and didnt mesh together well.
key elements were missing (dorne-targaryen alliance, victarion, young griff, taisha reveal, etc) that would give much better context to the things that the main characters would eventually do
Even if by some dumb luck he lives long enough to get Winter out, he won't get the next book done. He may not even be able to wrap up the mess he made with two books. Regardless, it won't be finished

We don't need Dreams out, we just need Winds to show to the world that Game of Thrones by D&D was a poorly made adaption that completely went off the books and we need a reboot. Winds is already 3/4 done already, so the idea it won't be released is laughable.

Being GERM must be suffering, trying to make sense of all of that horseshit he added in the last two books and resolve all of those characters plot points, many of whom he likely cannot remember now. He's fricked, no wonder he doesn't want to write it anymore. Not to mention everything it is leading up to, already got universally rejected. He can try to write it up in a prettier bow, but it is a waste of time. Good odds are that he's trying to rewrite much of it and now royally fricked the whole thing up
