Its not so much as it being kino; it has to be kino enough to spawn the rest of the film series, to create the cinematic universe, to draw in an audience that otherwise would never have known about Warhammer 40K, which is an IMMENSE tapestry of stories to tell.
The idea is not just to introduce an audience to it by one ambitious film with a lot of history to cover, you have to progressively bring them up to speed to the point where all 30 plus novels of the Horus Heresey can be depicted and have the audience understand the gravity of such a story and the impact it has on the universe thereafter. On top of all of that, it is a very acquired taste in some regards with violence and its depiction of it. One really has to hit that delicate balance of the ironic humour and the outright absurdity of the world and that's tricky to bring to the screen. Its not impossible of course, but nobody wants to have a series of movies tacked onto its franchise that tried to sanitize the unvierse for mass consumption (Marvel) or hand it off to people who don't know or care for the intricacies and subtext of the universe and do with it as they please (Star Wars).
It has to be kino in a way that sets off Wrmhammer series and movies for the next 10 years and be able to keep people interested.
